AMENDING CERTAIN PROVISION OF THE IMPLEMENTING RULES AND REGULATIONS OF RA NO. 5487 œAN ACT GOVERNING THE ORGANIZATION AND MANAGEMENT OF PRIVATE SECURITY AGENCIES, COMPANY GUARD FORCES AND GOVERNMENT SECURITY FORCES 



1. REFERENCES:

Section 17, R.A. No. 5487, otherwise known as An œAct Governing the Organization and Management of Private Security Agencies, Company Guard Forces and Government Security Forces , as amended, and

2003 Revised Rules and Regulations Implementing RA No. 5487

2. PURPOSE:

This Amendment prescribes the guidelines and procedures in implementing the conversion of the current two-year License to Exercise Private Security Profession (LESP) to a three-year validity period.

3. SCOPE/APPLICATION:

The three-year validity of License to Exercise Security Profession will be applied to Private and Government Security Personnel.

4. RATIONALE:

The 2003 Revised Rules and Regulations Implementing Republic Act No. 5487, as amended, provides for a two-year duration or validity of LESP. This means that every two years, licensed security personnel intending to continue to exercise the profession have to apply for its renewal.  Indeed, the two year cycle is a short period.

This Amendment is being issued so that security personnel can benefit on such amendment. On this premise, the PNP pursuant to its statutory mandate, introduces the following changes in policy guidelines, particularly on the validity of License to Exercise Security Profession.

5. POLICY GUIDELINES FOR THE 3 YEAR VALIDITY PERIOD:

a. Unless earlier revoked, regular license to exercise security profession shall have a validity period of three (3) years.
b. The current annual rate of license to exercise security profession, fees and penalties shall apply. The fee will be computed œpro rata  for three years.

6. PROCEDURES FOR SECURING LICENSE TO EXERCISE SECURITY PROFESSION:

Subject to the relevant provision of the 2003 Revised Rules and Regulations implementing RA No. 5487, as amended, with reference to Section 9b and Section 13d of Rule V (License to Exercise Private Security Profession), all applicants must comply with the procedures set forth in CSG STANDARD OPERATNG PROCEDURES (SOP) NUMBER 03-02 dated November 29, 2002.

7. EFFECTIVITY:

This Amendment shall take effect fifteen (15) days following its publication in the official gazette or in a newspaper of general circulation in the Philippines pursuant to Executive Order No. 200.
