DECLARING A PERIOD OF NATIONAL MOURNING OVER THE DEATH OF EMMANUEL V. PELAEZ, FORMER VICE-PRESIDENT OF THE PHILIPPINES
WHEREAS, the death of Emmanuel V. Pelaez, former Vice-President of the Philippines, is a great loss to our people and has caused a deep sorrow among them;
WHEREAS, it is fitting to set aside a period of national mourning to honor a great Filipino statesman who has served his nation well during his long public service culminating in his ascendancy to the second highest office in our land.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a period of national mourning on July 31, 2003 up to August 1, 2003. During this period, flags of all government buildings and installations throughout the country shall be flown at half-mast.
