ENJOINING ALL INFORMATION OFFICERS OF OFFICES/ AGENCIES AT THE REGIONAL AND LOCAL GOVERNMENT LEVELS, NON-GOVERNMENT INSTITUTIONS AND THE PRIVATE SECTOR IN MINDANAO TO ATTEND AND PARTICIPATE IN THE 5TH ANNUAL CONGRESS-WORKSHOP OF THE MINDANAO COMMUNICATORS' NETWORK, INC. (MINDACOMNET) TO BE HELD ON SEPTEMBER 17-20, 2003 AT MARVELLA PLAZA HOTEL, KORONADAL CTTY, SOUTH COTABATO



The Mindanao Communicators' Network Inc. (MINDACOMMET), a network of government and non-government information officers, was organized in 1999, for the purpose of networking activities for communication practitioners in the government and non-government organizations and the private sector in Mindanao to enhance the professional growth of public and private communicators/information officers in the Mindanao regions.

The MINDACOMNET, INC. was organized to serve as a mechanism for the promotion and advocacy of the National Government's peace and development efforts in Mindanao.

In order to achieve its purpose and objectives, the MINDACOMNET, INC. shall conduct its 5th Annual Congress-Workshop on September 17-20, 2003 at Marvella Plaza Hotel, Koranadal City, South Cotabato.

All heads of government departments, bureaus and Offices, including government-owned and/or controlled corporations, government financial institutions, state colleges and universities, and local government units, are enjoined to authorize their information/communications officers to attend/participate in the MINDACOMNET, INC. 5TH Annual Congress-Workshop on September 17-20, 2003 on official time with expenses, such as transportation, per diems, registration fees, and other necessary fees/expenses at rates prescribed in accordance with existing policies of the Department of Budget and Management, the Commission on Audit and the Civil Service Commission, chargeable against the funds of their respective agencies/offices, and subject to the usual accounting and auditing rules and regulations and availability of funds.

This Memorandum Circular shall take effect immediately.
