DECLARING THURSDAY, JUNE 12, 2003, AS A SPECIAL (NON-WORKING) DAY IN SILAY CITY



WHEREAS, "Independence Day" which is observed as regular holiday on June 12 of each year recognizes the patriotism and heroism of our countrymen, who struggled for freedom and democracy;

WHEREAS, the commemoration of "Independence Day" falls on a Thursday this year;

WHEREAS, by virtue of Proclamation No. 373, series of 2003, June 12, 2003 was declared a regular working day;

WHEREAS, June 12, 2003 marks the 46th Charter Day anniversary in Silay City;

WHEREAS, The City Government of Silay has lined up activities in connection with its 46th Charter Day anniversary to enliven the spirits of its constituents:

WHEREAS, it is fitting that the people of S.ilay City be given full opportunity to celebrate the occasion with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Thursday, June 12, 2003, as a special (non-working) day in Silay City, provided that the historical significance of "Independence Day" is maintained.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
