[ NAPOLCOM MEMORANDUM CIRCULAR NO. 2010-005, December 08, 2010 ]

DIRECTING THE CHIEF, PHILIPPINE NATIONAL POLICE TO REQUIRE ALL POLICE STATIONS TO PUT-UP A DIRECTORY/LIST OF NAMES OF ALL ORGANIC PNP PERSONNEL AT ENTRANCES OF EVERY POLICY STATION NATIONWIDE



WHEREAS, the National Police Commission is mandated by Article XVI, Section VI of the Constitution and its enabling law, Republic Act No. 6975 as amended by Republic Act No. 8551, to administer and control the Philippine National Police;

WHEREAS, the Commission reviews plans and programs and formulate policies and procedures regarding control, acquisition, distribution, inventory and disposal of supplies and equipment and oversee the implementation of programs on transportation facilities and installations and the procurement and maintenance of supplies and equipment as well as providing the Commission with staff and technical advice on PNP logistical requirements, communications, information systems, and crime laboratory services;

WHEREAS, for purposes of transparency there is need to require all Police Stations nationwide to put-up a directory/list of names of all organic PNP personnel thereat for easy identification by the general public;

NOW THEREFORE, the Commission, pursuant to its constitutional and statutory authority to supervise and control the PNP, DIRECTS the Chief, Philippine National Police to require all Police Stations to put-up a directory of all organic PNP personnel at entrances of every Police Station nationwide.

This Memorandum Circular shall take effect fifteen (15) days from date of filing with the U.P. Law Center in consonance with the Administrative Code of 1987.
