[ PHILRACOM RESOLUTION NO. 31-10, October 29, 2010 ]
GROOM HELPERS TO SECURE LICENSES FROM THE PHILRACOM
WHEREAS, pursuant to the said mandate, the PHILRACOM has the authority to issue licenses to jockeys, trainers and grooms among others;
WHEREAS, grooms who are duly licensed have, sometimes, sought the services of groom helpers who, like grooms, gain access to the saddling paddock and other places where the grooms have access to;
WHEREAS, the Review Committee of the Horseracing Rules and Regulations proposes that for them to gain access in the places where the grooms themselves have access, the groom helpers should be required to secure their licenses from the PHILRACOM, upon proper recommendation of the concerned Racing club;
NOW THEREFORE, the PHILRACOM resolves, as it has hereby resolved, that for them to gain access in the places where the grooms themselves have access, the groom helpers should be required to secure their licenses from the PHILRACOM, upon proper recommendation of the concerned Racing club;
RESOLVED FURTHER, that this resolution be furnished to the stakeholders and be published in the Kopya and the Official Gazette as well as be announced in the television for proper guidance of those concerned.
