[ MEMORANDUM CIRCULAR NO. 58, November 19, 2013 ]

DIRECTING ALL CONCERNED HEADS OF DEPARTMENTS AND AGENCIES/OFFICES, AND ENCOURAGING CONCERNED LOCAL GOVERNMENT UNITS TO PROVIDE TIMELY INFORMATION TO BE USED BY THE GEOGRAPHICAL INFORMATION SYSTEM RELATING TO THE RELIEF AND REHABILITATION EFFORTS IN RESPONSE TO THE CALAMITY ARISING FROM TYPHOON YOLANDA



WHEREAS, Typhoon Yolanda (international codename: Haiyan) caused widespread destruction, substantial damage and death in several areas, including Samar, Leyte, Negros, Cebu, Bohol, Capiz, Aklan, Antique, Iloilo and Palawan;

WHEREAS, as a result thereof, the President declared a State of National Calamity pursuant to Proclamation No. 682 (s. 2013);

WHEREAS, there is an urgent need to effectively collect, organize, and communicate information on the location, nature, and other details of relief and recovery efforts carried out by the Government and other organizations in order to make a clear assessment of the needs of affected areas and populations vis-a-vis the resources and assets that have been and/or will be dispatched and mobilized;

WHEREAS, a geographical information system (GIS) has been established by the National Disaster Risk Reduction and Management Council (NDRRMC), in close coordination with and support from the Department of Science and Technology (DOST); and

WHEREAS, under the Constitution, the President shall have control over all departments, bureaus, and agencies under the Executive Branch, as well as supervision over local government units (LGUs).

NOW, THEREFORE, all concerned Heads of Departments and Agencies/Offices involved in the relief and rehabilitation efforts in connection with the calamity arising from Typhoon Yolanda, including those named in Annex A attached herewith, are directed to report and provide the information required for the geographical information system (GIS), in the format set forth in Annex A, at least one (1) hour before the daily 0600H, 1200H, and 1800H meetings of the NDRRMC, and until the declaration of the State of National Calamity is lifted.

All other concerned Departments and Agencies/Offices are directed, and LGUs are encouraged, to coordinate with and assist the lead agencies in collecting and reporting the information required for the GIS.

This Memorandum Circular shall take effect immediately.
