[ EXECUTIVE ORDER NO. 454, April 22, 1991 ]
EXTENDING THE PERIOD FOR THE GENERAL REGISTRATION OF FIREARMS
WHEREAS, National Emergency Memorandum Order (NEMO) No. 6, dated January 4, 1990, nullified the existing master list of licensed and registered firearms;
WHEREAS, under the said issuance, a new general registration of firearms had been conducted through the Firearms and Explosives Unit (FEU) of the Philippine National Police for the period expiring on February 15, 1991;
WHEREAS, of the 439, 501 firearms to be registered by the FEU, only 169,057 firearms or about thirty-eight (38%) percent thereof had been accounted for as follows:
WHEREAS, one of the reasons for the failure to register the remaining 62% of firearms was the fact that the FEU was understaffed;
WHEREAS, it is imperative that the remaining 62% of firearms should be registered since the old master list of licensed and registered firearms has been nullified;
WHEREAS, in order to give another chance for such firearm holders to register their firearms, who were prevented from so doing due to time constraints and other valid causes, and to enable such loose firearm holders to have their firearms licensed in the interests of national order and security, there is need to extend the period for a new general registration of firearms;
WHEREAS, both the Director-General of the Philippine National Police and the Secretary of the Interior and Local Government have recommended a six (6) month extension period for registration of firearms effective upon arrival by the President;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby extend the period for a new general registration of firearms for six (6) months, from the date of this Executive Order.
