[ EXECUTIVE ORDER NO. 352, March 17, 1989 ]

PROVIDING IMPLEMENTING GUIDELINES FOR THE PRESIDENT'S 1989 SUMMER YOUTH PROGRAM (PSYP) AND CREATING THE PRESIDENT'S SUMMER YOUTH PROGRAM STEERING COMMITTEE FOR THAT PURPOSE



WHEREAS, the Constitution, in its Article II, Sec. 13, provides, that:
The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs;
WHEREAS, by virtue of Proclamation No. 387, dated March 17, 1989, the President declared the launching of the President's 1989 Summer Youth Program (PSYP);

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order:

SECTION 1. Creation of the Steering Committee for the President's 1989 Summer Youth Program. - There is hereby created the Steering Committee for the President's 1989 Summer Youth Program (PSYP), hereinafter referred to as the Committee. The Committee shall be composed of the following:

a. Cabinet Secretary

Chairman
b. Secretary, Department of Education, Culture and Sports

Member
c. Secretary, Department of Labor and Employment

Member
d. Secretary, Department of Tourism

Member
e. Secretary, Department of Social Welfare and Development

Member
f. Secretary, Office of the Press Secretary

Member
g. Chairman, Civil Service Commission

Member
h. President, Employees Confederation of the Philippines Member

In the event that the Chairman or the members of the Committee may not be able to attend the meetings of the Committee, they may be represented thereat by their duly authorized representatives.

SEC.2. Functions and Responsibilities of the Committee. - The Committee shall have the following functions and responsibilities:

a)
Oversee the implementation of the PSYP;

b)
Review and evaluate the implementation of the various components of the PSYP;

c)
Solicit and receive the support and contributions for purposes of the PSYP;

d)
Call upon any government department or agency for necessary assistance and support for the Program;

e)
Prepare a regular report and assessment of the PSYP with recommendations to be submitted to the President, within the third quarter of the year;

f)
Develop and recommend a comprehensive youth development policy, in coordination with the concerned agencies, based on the results of the PSYP; and

g)
Perform such other functions as may be assigned by the President.

SEC. 3. Secretariat and Agency-Coordinator. - The Chief Executive Officer of the Presidential Council for Youth Affairs is hereby directed to provide a Secretariat for the Committee. The Secretariat shall provide technical and administrative support to the Committee, and perform such other functions as may be assigned by the Committee.

The Chief Executive Officer of the Presidential Council for Youth Affairs shall also act as the Agency-Coordinator for the PSYP.

SEC. 4. Funding. - The Department of Budget and Management is hereby directed to set aside from the Contingent Fund or from any appropriated lump-sum fund authorized in the CY 1989 General Appropriations Act the amount of P500,000.00 to cover the initial administrative and operational requirements of the Secretariat. Thereafter, the amount required for the continuance of the PSYP in the succeeding years as may be proclaimed by the President shall be included in the annual appropriations of the Presidential Council for Youth Affairs.

SEC. 5. Effectivity. This Executive Order shall take effect immediately.
