[ EXECUTIVE ORDER NO. 351, March 15, 1989 ]
ASSIGNING ADDITIONAL FUNCTIONS TO THE PRESIDENTIAL COUNCIL FOR YOUTH AFFAIRS
WHEREAS, the Presidential Council for Youth Affairs was created pursuant to the policy enunciated in Article II, Section 13 of the 1987 Constitution that:
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me: by law, do hereby order:
SECTION 1. The Presidential Council for Youth Affairs is hereby directed to undertake the implementation and coordination of the undertakings of the Philippine Government in the following international youth programs:
Done in the City of Manila, this 15th day of March, in the year of Our Lord, nineteen hundred and eighty-nine.

The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs;WHEREAS, the Office of the President is empowered endorse and assign to the Presidential Council for Youth Affairs other functions, projects and programs;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me: by law, do hereby order:
SECTION 1. The Presidential Council for Youth Affairs is hereby directed to undertake the implementation and coordination of the undertakings of the Philippine Government in the following international youth programs:
SEC. 2. This Executive Order shall take effect immediately.
- The Ship for Southeast Asian Youth Program;
- The ASEAN Youth Forum
- The Asian Youth Council;
- The World Assembly of Youth; and
- The International Youth Forum.
