[ EXECUTIVE ORDER NO. 321, March 17, 1988 ]
EXPANDING THE TERRITORIAL AREA OF THE SOUTH HARBOR PORT ZONE OF THE PORT OF MANILA UNDER THE JURISDICTION OF THE PHILIPPINE PORTS AUTHORITY
WHEREAS, the South harbor at the Port of Manila is the biggest and busiest port in the country; and
WHEREAS, there is a need to expand the South Harbor Port Zone and ensure the proper zoning, utilization and administration of the limited port areas therein due to the increasing volume of cargo traffic and the concomitant port-related services and industries in the said Port Zone;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Section 1. The territorial area of the South Harbor, Port of Manila, hereinafter referred to as the South Harbor Port Zone, is hereby expanded eastward up to Bonifacio Drive and shall be more particularly described as follows:
Section 3. The Philippine Ports Authority shall review all existing leases, leasehold rights and contracts on the areas within the expanded Port Zone in accordance with the port policy that it shall adopt, taking into consideration the primary utilization of the limited areas in the Port Zone for port-related businesses and industries. For this leasehold, all records and documents covering all leases, leasehold rights and tenants in the said areas now with the Department of Environment and Natural Resources are hereby transferred to the Philippine Ports Authority.
Section 4. All orders, rules and regulations and issuances or parts thereof which are inconsistent with this Executive Order are hereby repealed or modified accordingly.
Section 5. This Executive Order shall take effect immediately.
Done in the City of Manila, this 17th day of March in the year of Our Lord, nineteen hundred and eighty-eight.

"Beginning at a point marked on the plan, being the intersection of the bulkheads fronting the Manila Hotel and the Philippine Coast Guard Building; thence along the existing bulkhead fronting the Manila Hotel and the Presidential Landing Bulkhead; thence westward along the Presidential Landing Bulkhead to point 3, at the bulkhead along the Presidential Landing; thence northward across the Presidential Landing Basin perpendicular to the bulkhead fronting the Philippine Coast Guard Building at point 4; at the west boundary of the Philippine Coast Guard Building; thence along the existing bulkheads and the concrete edges of decks of Piers 15, 13, 9, 7, 5 and 3 to point 5, at the northwest corner of Muelle de San Francisco Street; thence westward across Engineering Island Basin to point 6, at the end of the existing Engineering Island breakwater; thence westward along the prolongation of the south boundary of the existing Engineering Island Basin breakwater to point 7, at the west boundary of the existing bulkhead of the western side of Engineering Island to point 8, at the north western side of Engineering Island; thence eastward along the existing south river wall of the Pasig River to point 9, thence along the existing south river wall of Pasig River up to northwest side of M. Roxas Bridge to point 10, thence southward at the intersection of 25th Street and Bonifacio Drive along Bonifacio Drive to point 11; thence westward at the intersection of 25th Street and Railroad Street, to point 12, thence to point 1, the point of beginning."Section 2. The South Harbor Port Zone, as expanded, is hereby placed under the jurisdiction of the Philippine Ports Authority which shall, consistent with law, implement a program for the proper zoning and utilization of the limited port areas in the said Port Zone.
Section 3. The Philippine Ports Authority shall review all existing leases, leasehold rights and contracts on the areas within the expanded Port Zone in accordance with the port policy that it shall adopt, taking into consideration the primary utilization of the limited areas in the Port Zone for port-related businesses and industries. For this leasehold, all records and documents covering all leases, leasehold rights and tenants in the said areas now with the Department of Environment and Natural Resources are hereby transferred to the Philippine Ports Authority.
