[ EXECUTIVE ORDER NO. 316, January 19, 1988 ]

INSTITUTING THE PRESIDENTIAL CITATION FOR OUTSTANDING SERVICE TO PHILIPPINE DEMOCRACY.



I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby institute an award to be known as the Presidential Citation for Outstanding Service to Philippine Democracy, to be awarded to individuals who have rendered outstanding service in the defense, restoration and/or preservation of Philippine Democracy.

The award may, by authority of the President, also be conferred by the Executive Secretary or the Secretary of Foreign Affairs.

The Citation may be awarded posthumously to any individual entitled thereto, in which case is shall be received by his legal heirs or by his nearest kin; is there be no heir or nearest kin, by any person designated by the President of the Philippines, or acting by authority of the President, by the Executive Secretary or the Secretary of Foreign Affairs, on behalf of the deceased.

The Presidential Citation shall be conferred in the usual forms of the gold, silver and bronze medals.  The National Historical Institute shall prescribe such rules and regulations concerning the design specifications of the Presidential Citation for Outstanding Service to Philippine Democracy, the manner of wearing them, and other details pertinent thereto, which rules and regulations shall be approved by the President of the Philippines.
