AN ORDINANCE PROVIDING FOR THE CONDUCT OF A COMPREHENSIVE ASSESSMENT OF PUBLIC SCHOOLS IN QUEZON CITY

WHEREAS, Section I, Article XIV of the 1987 Constitution provides that the State shall protect and promote the right of all citizens to quality education at all levels;
WHEREAS, Section 458, Chapter III, Article III of the Local Government Code of 1991 provides that the City Council is empowered to enact ordinances which shall ensure the effective delivery of basic services, including the provision of quality education;
WHEREAS, the provision of quality education involves the exceptional performance of teachers and the provision of adequate and functional facilities;
WHEREAS, it is important to monitor the public education system to ensure the effective delivery of educational services;
WHEREAS, a comprehensive assessment of public schools will aid in identifying the issues and challenges that impede the effective delivery of educational services and in formulating measures and programs to address them.
BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED:
SECTION 1. TITLE. - This ordinance shall be known as the "Quezon City Public tools Comprehensive Assessment Ordinance."
SECTION 2. DECLARATION OF POLICY. - It is hereby declared the policy of the City to promote the highest quality of education and to improve the intellectual well-being of its constituents. The City gives importance to the assessment of the local public education system to identify the issues that public schools face and to ensure the provision of quality education.
SECTION 3. COMPREHENSIVE ASSESSMENT OF PUBLIC SCHOOLS. - Beginning the school year following the approval of this Ordinance and every two (2) school years thereafter or as recommended by the Local School Board (LSB), all public schools in Quezon City shall undergo the Comprehensive Assessment of Public Schools, hereinafter referred to as The Assessment".
SECTION 4. OBJECTIVES OF THE ASSESSMENT.
SECTION 5. CONDUCT OF THE ASSESSMENT. - The Assessment shall be conducted by an organization/agency/institution hereinafter referred to as the Assessor. Different Assessors may conduct separately the various Assessments stated in Section 6 thereof, based on their area of expertise.a) To improve the quality of education provided by public schools; b) To determine the adequacy of educational facilities and equipment in public schools;c) To measure the competence of public school students in key subject areas;d) To determine the issues faced by public schools and to formulate measures to address them; ande) To provide a guide for the Division of City Schools - Quezon City (DCS-QC), administrators, policy makers, supervisors, principals and teachers in their respective courses of action.
SECTION 6. SCOPE OF THE ASSESSMENT. -The assessment shall include an evaluation of the following:
For Sections 6(a) to 6(c), the Assessment shall be through the conduct of classroom observations, and interviews with the principal, teachers and students of the school that is being assessed. Provided, that additional methods as deemed necessary by the assessor shall be incorporated.a) Performance of teachers - including, but not limited to, demonstration of thorough knowledge and understanding of the subject/s taught, the preparation of relevant and feasible lesson plans, and classroom management.b) Provision of school facilities - including, but not limited to classrooms, chairs, computers, comfort rooms, and library. The provision of school facilities shall be assessed based on their adequacy, condition and suitability for use.c) Provision of instructional materials - including, but not limited to, the free provision of adequate textbooks for every student,d) Achievement level of students - centers on the student's performance based on the required standards for a specific grade level.
SECTION 7. DELIBERATION OF RESULTS. - The LSB, together with the assessor, shall deliberate on the results of the assessment. Thereafter the LSB, through the DCS-QC Superintendent, shall provide the public school principals with an Assessment Report consisting of the (1) result of the assessment, and (2) recommended actions to be taken.
SECTION 8. MONITORING AND EVALUATION. - The DCS-QC shall monitor and evaluate the implementation of the recommended actions made for each public school. All public school principals shall be required to submit an accomplishment report to the LSB one (1) year after the receipt of the LSB Assessment Report.
SECTION 9. APPROPRIATION. - A budget, as determined by the LSB, shall be allotted for the implementation of this Ordinance. This shall be taken from the Special Education Fund, for educational research.
SECTION 10. SEPARABILITY CLAUSE. - If any part or section of this Ordinance is declared unconstitutional for any reason whatsoever such declaration shall not in any way affect the other parts or sections thereof.
SECTION 11. REPEALING CLAUSE. - AH ordinances, resolutions, executive orders, rules, regulations, and other administrative issuances, or the provisions thereof, which are contrary to or inconsistent herewith are hereby repealed or modified accordingly.
SECTION 12. EFFECTIVITY. - This Ordinance shall take effect within fifteen (15) days following its publication in any newspaper of general circulation.
