Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. Basis - "Any city, municipality, or barangay may, by a duly enacted ordinance, temporarily close and regulate the use of any local street, road, thoroughfare, or any other public place where shopping malls, Sunday flea or night markets, or shopping areas may be established and where goods, merchandise, foodstuffs, commodities, or acticles of commerce may be sold and dispensed to the general public". (Section 21 (d), Republic Act 7160)

Moreover, it is within the power of the Sangguniang Panlungsod to "regulate the use of streets, avenues, alleys, sidewalks, bridges, parks and other public places and approve the construction, improvement, repair and maintenance of the same; x-x-x". (Section 458 (5) (v), Republic Act 7160)

SEC. 2. The use of Lacson Underpass is hereby regulated by establishing a certain portion thereof into a shopping area for the purpose of providing employment to Manila residents and the construction, improvement, repair and maintenance of the same is likewise approved.

SEC. 3. The Office of the City Engineering and City General Services Office are hereby required to submit the final architectural renovation plan of Lacson Underpass to the City Council as an attachment to this Ordinance.

SEC. 4. Effectivity Clause. - This Ordinance shall take effect upon its approval.

This Ordinance was finally enacted by the City Council of Manila on January 30, 2014.
