Pursuant to the power of the Board under Section 5 (k) of Commonwealth Act No. 146, as amended by Executive Order No. 202, to formulate, promulgate, administer, implement and enforce rules and regulations on land transportation public utilities, standards of measurement or designs, and rules and regulations requiring operators of any public land transportation service to equip, install and provide in their utilities and in their stations such devices, equipment facilities and operating procedures and techniques as may promote safety, protection, comfort and convenience to persons and property in their charges as well as the safety of persons and property within their areas of operations, effective immediately, all PUB operators are strictly required to tag their passengers baggages in the following manner, to wit:
- A blank sticker with a corresponding number shall be attached by the operator s bus conductor on a passenger's baggage after thorough inspection and identification of the passenger by the operator s security guards, in case the inspection is done at the bus terminal, OR by PNP loading/unloading station;
- The name of the baggage owner shall be legibly written on said blank sticker by the bus conductor;
- Half of the blank sticker tag shall serve as claim stub of the passenger/s upon disembarking; and
- The baggage shall only be released after its owner has presented any evidence to prove ownership of said baggage.
This Memorandum Circular shall take effect immediately.
