PRESCRIBING THE BUYING AND SELLING PRICES OF CORN SEEDS



For the guidance of all concerned, the buying and selling prices of the different classes of corn seeds contained in Administrative Order (AO) No. 02, series of 1999 issued by the Department of Agriculture is hereby revised:

The Department of Agriculture Field Offices and the Bureau of Plant Industry (BPI) shall be guided by the following policies/guidelines:

1. Procurement of seeds shall be in accordance with the existing auditing and accounting rules and regulations as well as the Government Procurement Act (RA 9184).
2. Only accredited individual or seed growers/producer shall be given the first priority to supply the seeds to be procured.
3. Seeds to be procured shall be subjected to laboratory testing and shall meet the quality standard prescribed by the Seed Certification and Seed Standard implemented by the Seed Quality Control Services.
4. Procured only certified tagged and sealed seeds.
5. The standard net weight of seed packs for all classes shall be 20 kilos per bag lined with polyethylene sheet inside.
6. All seeds produced by the DA Centers, Stations and Seed Farms should undergo seed quality tests by the Seed Testing Laboratory of the BPI National Seed Quality Control Services Germination and physical purity should not be less than 85% and 95%, respectively, while moisture content should not be more than 12% prior to sale and distribution.
7. Supporting documents required in the procurement of seeds are:

- Approved Purchase Request
- Result of laboratory analysis on seed testing and seed certification
- Approved Letter Order or Purchase Order (P.O)
- Disbursement Voucher
- Original Delivery Receipts
- Original Sales Invoice
- COA Inspection Report

8. All seeds still on stock at any DA Field Units shall be retested three months after the first test and monthly test thereafter for germination and moisture content.
9. Only seeds within the quality standards are eligible for sale/distribution and shall be sold in cash and carry basis.
10. Seeds that fall below the minimum quality standard shall be disposed or shall be condemned according to COA regulations.
11. The selling prices herein prescribe shall also be applied to corn seeds produced by all DA Field Stations, Centers.

This order supersedes all other Administrative Order inconsistent herewith and takes effect immediately.
