[ ADMINISTRATIVE ORDER NO. 154, June 16, 2006 ]
AUTHORIZING THE GRANT OF OCCUPATIONAL SPECIALTY PAY TO AIRWAYS COMMUNICATORS AND AIR NAVIGATION SYSTEM SPECIALISTS IN THE AIR TRANSPORTATION OFFICE
WHEREAS, the various levels of Airways Communicator and Air Navigation System Specialist positions complement the work of Air Traffic Controller positions in providing services to maintain safe, expeditious and orderly flow of air traffic;
WHEREAS, Memorandum Order No. 291, dated May 3, 1990, authorized the grant of Technical Incentive Allowance of P1,000 per month to certain positions under the Air Traffic Service and Airways Navigation Service of the Air Transportation Office (ATO) effective July 1, 1989 to June 30, 1990 only or until such time that the air transport services have been privatized;
WHEREAS, Administrative Order No. 97, dated March 24, 2004, in recognition of the unique duties and responsibilities of Air Traffic Controllers in the ATO, authorized the grant of Occupational Specialty Pay at P2,000 each per month effective March 1, 2004, inclusive of the P1,000 Technical Incentive Allowance;
WHEREAS, in the interest of fairness and equity, it is but proper that the Occupational Specialty Pay be likewise extended to the various levels of Airways Communicator and Air Navigation System Specialist positions.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
SECTION 1. The monthly Occupational Specialty Pay at Two Thousand Pesos (P2,000.00) authorized to be granted to the various levels of Air Traffic Controller positions and to the Directors in the Air Traffic Service of the Air Transportation Office (ATO) under Administrative Order No. 97, series of 2004, shall also be granted to those holding the following positions in the Air Traffic Service and in the Airways Navigation Service of the ATO:
SEC. 3. The Technical Incentive Allowance being received by the Airways Communicators and Air Navigation System Specialists is integrated into the Occupational Specialty Pay.
SEC. 4. The Occupational Specialty Pay shall be charged against the savings of the ATO. In case of deficiency, the balance shall be charged against savings of the whole Department of Transportation and Communications, and the Miscellaneous Personnel Benefits Fund authorized under the General Appropriations Act.
SEC. 5. This Administrative Order shall take effect immediately.

SEC. 3. The Technical Incentive Allowance being received by the Airways Communicators and Air Navigation System Specialists is integrated into the Occupational Specialty Pay.
