PLANT QUARANTINE SERVICE REGULATORY FEES

WHEREAS, Section 54 (1), Chapter 12, Book IV of Executive Order No. 292 provides that heads of bureaus, offices or agencies upon approval of the concerned department head, have the continuing authority to revise their rates of fees and charges;
WHEREAS, Administrative Order No. 31, Series of 2012 issued by the Office of the President has directed all heads of Departments, Bureaus, Commissions, Agencies, Offices and Instrumentalities of the National Government, including government owned and/or controlled corporations (GOCCs), to rationalize the rates of their fees and charges, increase their existing rates and impose new fees and charges.
WHEREAS, the BPI Plant Quarantine Service (BPI PQS) in the exercise of its mandate is using government resources on the following activities, namely: Plant Pest Surveillance Network, Agricultural Commodity Treatments, Plant Quarantine Permits and Clearances, Plant Health Certification Services, Accreditation and Registration Services and Technical Support and Information Services;
WHEREAS, BPI PQS shall impose reasonable fees for expenses in undertaking such regulatory functions;
WHEREAS, the Secretary of the Department of Agriculture is authorized by Section 38 of Executive Order 292 to promulgate rules and regulations governing the collection of nominal regulatory fees by the Plant Quarantine Service (PQS) for inspection, certification, commodity treatments and others on commodities mentioned under import of plants, plant products and potential animal pests as well as export of plant and plant products;
NOW, THEREFORE, I, PROCESO J. ALCALA, pursuant to provisions of pertinent laws do hereby promulgate this administrative circular as follows:
Section 1. The following fees in pesos shall be collected by the BPI for the issuance of Sanitary and Phytosanitary Import Clearance (SPSIC), Plant Quarantine Clearance (PQC) and other certificates:

Section 4. This Order revises DA Administrative Orders No. 12 and 26, Series of 2004 and supersedes other orders inconsistent herewith.
Section 5. This Order shall take effect after the required publication.
