WHEREAS, upon the recommendation of the Technical Working Group on Common Regulatory Issues (TWG), the MWSS Regulatory Office (MWSS-RO) issued Resolution No. 13-003-CA dated 04 June 2003, approving eight (8) Implementing Rules and Regulations (IRRs) and recommending the same to the MWSS Board of Trustees (MWSS-BOT) for approval and confirmation;

WHEREAS, pursuant to the directive of the MWSS-BOT, the TWG conducted another round of mutual consultation and negotiation with the Concessionaires and the MWSS Corporate Office (MWSS-CO) to iron-out some contentious issues;

WHEREAS, on 6 August 2013, the TWG transmitted the hereto attached revised draft Implementing Rules and Regulations (IRRs) reflecting the consensus reached by MWSS-RO, MWSS-CO, Manila Water Company, Inc. (MWCI) and Maynilad Water Services, Inc. (MWSI), as follows:

1. 2013 Revised IRR on the Disconnection and Reconnection of Water Service Connections (Annex œ1 );
   
2. IRR on Rate Classification and Billing Scheme of Small-Scale (Home-Based) Businesses (Annex œ2 );
   
3. IRR on Rate Reclassification of Places of Worship (Annex œ3 );
   
4. 2013 Revised IRR on the Billing Scheme and Rate Classification for High- Rise and Other Multiple Dwellings (ANNEX œ4 );
   
5. IRR on the Treatment and Rate Reclassification of Domestic Customers Inside Military and Police Installations (ANNEX œ5 );
   
6. IRR on Additional Meter and Transfer of Connection Tapping Point (ANNEX œ6 ); and
   
7. IRR on the Rate Reclassification of Certain Government Institutions (ANNEX œ7 ).

WHEREAS, the TWG resolved to defer and withdraw its draft IRR on Administrative Fees and Charges for failure to arrive at a consensus;

WHEREAS, in a meeting on 7 August 2013, a quorum being present and voted throughout, the Executive Committee (EXECOM) of the MWSS-Regulatory Office resolved: (1) to adopt en toto the recommended seven (7) IRRs of the TWG; (2) to transmit to MWSS Board of Trustees the said IRRs for its approval and conformity; and (3) to cause their publication in the Official Gazette or in two (2) newspapers of general circulation, immediately upon the approval and conformity of the MWSS-BOT.
