AN ORDINANCE CREATING THE MANILA INFORMATION AND COMMUNICATIONS TECHNOLOGY COUNCIL (MICTC), DEFINING ITS COMPOSITION, DUTIES AND FUNCTIONS, AND FOR OTHER PURPOSES

Be it ordained by the City Council of Manila, in session assembled, THAT:
SECTION 1. It is hereby declared the policy of the City Government of Manila to recognized the Information and Communications Technology (ICT) industry as a fast-growing enterprise with a vast potential for local and foreign investments and employment generation with the capacity to promote the City as an entity in the field of global competitiveness and connectivity.
SEC. 2. There is hereby created the Manila Information and Communications Technology Council (MICTC) under the Office of the Mayor, which shall be composed of the following:
- The Chairman - who shall be the City Mayor
- The Vice-Chairman - who shall be a member of the City Council and concurrent Chairman of the Committee of Economic Development
- Six (6) Members, who shall be:
- The Chairman of the Committee on Information and Communication Technology of the City Council
- The Chairman of the Committee on Education and Sports of the City Council
- The Chairman of the Committee on Science and Technology of the Council
- The Chairman of the Committee on Trade and Industry of the City Council
- A representative from the business sector
- A representative from the telecommunications sector
- The City Planning and Development Officer
- The City Treasurer
- The City Engineer
- The City Assessor
- The Director of the Bureau of Permits
- Propose and recommend guidelines and policies subject to the approval of the City Mayor for the development of the Information and Communications Technology (ICT) sector;
- Research, compile, organize, study and analyze data as may be needful and relevant to the ICT industry such as, but not limited to, availability of workforce or graduates to serve in the industry or, in the alternative, access to such groups, entities or institutions that have such data and to retain the same for its purposes and information;
- Assist the existing, as well as the interest ICT investors in the City;
- Provide date and advise to existing and interested ICT investor;
- Advise the City Government of policies that are necessary for the promotion of the industry;
- Encourage the formation of associtations in the industry;
- Consult with appropriate institutions such as, but not limited to, the Department of Science and Technology (DOST), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) and participating educational institutions; and
- Perform such other duties and functions as the City Mayor may require.
- Coordinate with schools for the purpose of assisting them in screening and training graduates to make them better prepated for the ICT industry;
- In coordination with participating schools, set up a system of training and retraining applications who may incur insufficient qualifications for their employment in the industry;
- Set up a system of cross-reference with applicant record so that those who cannot be hired or otherwise considered for employment purposes by certain ICT firms may be referred for consideration by other firms;
- Create a system for home-based hiring of employees;
- Assist in English language proficiency at the primary, secondary and college levels in consortium with participating schools;
- Recommend, utilize or create scholarship programs to promote ICT-related careers;
- Assist formulations of a system where the elderly and persons with disabilities may be qualified and can gain access to ICT-related careers;
- Assist investors in processing business-related needs and concerns;
- Establish linkages and perform market studies; and
- Coordinate with the National Government and the private sector to promote vocational courses leading to employment in the ICT industry
SEC. 6. Effectivity Clause. - This Ordinance shall take effect upon its approval.
This Ordinance was finally enacted by the City Council of Manila on February 23, 2016.
