[ OWWA MEMORANDUM OF INSTRUCTIONS NO. 127, August 12, 1991 ]

GUIDELINES ON THE TERRITORIAL JURISDICTION OF OVERSEAS WELFARE OFFICES IN RIYADH, JEDDAH, ABU DHABI AND DUBAI



In view of the need to facilitate prompt and correct referral of cases to OWWA overseas officers, particularly in the Kingdom of Saudi Arabia and the United Arab Emirates, the following guidelines on territorial jurisdiction of offices in said countries are hereby promulgated.

1. The Riyadh office shall handle cases in the following areas:

a. Central Province of Saudi Arabia

Riyadh Afif Haditah
Dawadimi Turayf Durma
Badanah Zifli Sakakah
Ghat Al-Jawf Ruwaydah
Rafhah Shaqra Hail
Hariq Burayda Hillah
Unayzah Layla Sulayyi
Uqlat As Sugar Shubayrimah Khasmin
Qaiyyah Wadi Dawasir Diriyah
Dillam Artawiyya Al Harrah
Al Maniyah Arar  

b. Eastern Province of Saudi Arabia

Al Khobar Haradh Mishab
Hafr Al Batin Rafhah Salwah
Abu Hadriyah Qaysumah Jubayl
Khafji Ras Tanurah Narriyah
Dammam Urrayrah Dhahran
Hofuf Abqaiq Uddayliyah

2. FWSC-Jeddah shall be responsible for cases in the Western Province of Saudi Arabia including:

Jeddah Khurmah Tabuk
Turabah Haql Rawdah
Ras Al Qasbal Bahah Wajh
Lith Duba Tail
Qalibah Baljurshi Tayma
Bishah Madain Salih Qunfidah
Ula Kiyat Umm Lajj
Dirs Yanbu Abha
Khaybar Hanakiyyah Najran
Khamus Mushayt Medina Sabya
Badr Hunayn Shuqayq Rabigh
Abha Makkah Abu Aris

3. FWSC-Abu Dhabi shall have jurisdiction over cases in

Abu Dhabi City Banyas Town  
Ruiz Town Al Ain City  

4. FWSC-Dubai shall handle all cases in the following areas:

Dubai City Sharjah City  
Khorfakhan Town Ajman City  
Ras Al Khaima City Umal Quain City  
Fujairan City    

5. Cases in Qatar shall be referred to Riyadh particularly those requiring official action of the Philippine Embassy. Whereabouts tracing and less complex cases may be referred to the designated community action officer in the country.

6. Cases in Bahrain shall be referred to Abu Dhabi, particularly cases requiring the official action of the Philippine Embassy. The designated community action officers in Bahrain however may be requested to trace whereabouts and handle other less complex cases.

7. The Overseas Programs Department shall notify all Departments concerned of future changes in territorial jurisdiction of overseas officers.

These guidelines shall take effect immediately.
