SOCIAL AMELIORATION PROGRAM LIEN, PER REPUBLIC ACT NO. 6982
The liens of the Social Amelioration Fund (SAF) and the Sugar Industry Foundation, Inc. (SIFI), in the respective amounts of P2.00 and P0.10 per picul each have been substituted by the benefits provided under Republic Act No. 6982 (An Act Strengthening the Social Amelioration Program in the Sugar Industry), which took effect on July 3, 1991. Sec. 12 of said Act provides that "All liens and other forms of production sharing in favor of the workers in the sugar industry under Republic Act. No. 809 and Presidential Decree No. 621, as amended, are hereby substituted by the benefits under this Act x x x".
In lieu of said amounts, the amount of Five Pesos (P5.00) per picul of sugar shall now constitute a lien on the sugar quedans beginning 1991- 1992 crop year as provided in Sec. 7 of the Act. This amount of P5.00 is the benefits referred to above.
In view of the foregoing, effective 1991-1992 crop year, the liens of P2.00 (SAF) and P0.10 (SIFI) shall be discontinued. Instead, the lien for Social Amelioration Program (SAP) in the amount of P5.00 per picul shall be collected. In the computation under the adapted unit of measure, this will be P3,9526 per Lkg.
