AN ORDINANCE INSTITUTIONALIZING A CAREER ADVOCACY UNIT IN ALL PUBLIC HIGH SCHOOLS IN QUEZON CITY, PROVIDING GUIDELINES THEREFORE, AND FOR OTHER PURPOSES.

WHEREAS, Section 2 of Republic Act No. 10533 or the Enhanced Basic Education Act strengthened the education curriculum to include at least one (1) year of kindergarten education, six (6) years of elementary education, and six (6) years of secondary educations.
WHEREAS, secondary education now includes a two-year senior high school (SHS) curriculum wherein Grades 11 and 12 students will choose to specialize among the following tracks: Academic, Technical, Vocational, and Livelihood Sports: and Arts and Design;
WHEREAS, in preparation for SHS, Grades 9 and 10 students will also choose among different specialization in their Technology and Livelihood Education (TLE) classes;
WHEREAS, for the students to make informed choices regarding the specializations that they will choose, Section 9 of R.A. No. 10533 provides that:
". . . the Department of Education (DepEd), in coordination with the Department of Labor and Employment, Technical Education and Skills Development Authority, and Commission on Higher Education, shall regularly conduct career advocacy activities for secondary level students. Notwithstanding the provisions of Section 27 of Republic Act No. 9258, otherwise known as the 'Guidance and Counselling Act of 2004', career and employment' guidance counsellors, who are not registered and licensed guidance counsellors, shall be allowed to conduct career advocacy activities to secondary level students of the school where they are currency employed: Provided, That they undergo a training program to be developed or accredited by the DepEd."WHEREAS, Section 20 of the implementing Rules and Regulations of R.A. No. 10533 provides that:
"The DepEd shall establish a career advocacy unit and provide adequate office space in high schools and designate guidance supervisors at the division level and career advocates at the school level."WHEREAS, the organized implementation of career advocacy services, through the DepEd - Quezon City Division of Schools, will ensure that all public high school students in the city are provided with proper guidance in choosing the career tracks that they intend to pursue
BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED:
SECTION 1. DEFITION OF TERMS - As used in this Ordinance, the following terms are defined as follows:
SECTION 2.OBJECTIVES - The Objectives of this Ordinance are:a) Career Guidance -refers to organized and systematic efforts designed to influence various aspects of career development of client groups such as grade school and high school students, generally covering topics on career information, activities to enhance self-esteem, career planning, job placement, etc. b) Career Advocates/Career Adocacy Activities - as defined in the Enhanced Basic Education Program (E-BEP) implementing Rules and Regulations (IRR), refer to activities that will guide students in choosing the career tracks that they intend to pursue. These involve provision of career guidance, coordinating and making referrals, and may include, but are not limited to, career and job fairs, parents orientations, and seminar workshops on career decision-making.
SECTION 3. CAREER ADVOCACY UNIT - A Career Advocacy Unit (CAU) shall hereby be established in every public high school in Quezon City. It shall have the following functions:a) To property guide students in choosing their careers based on various factors such as their individual strengths and preferences, career assessment results, and labor market conditions: and b) To institutionalize a mechanism with the schools and amoing different government offices, to coordinate and organize career advocacy activities.
SECTION 4. COMPOSITION OF THE CAU - The CAU shall be composed of the following personnel from the respective schools:a) Conduct career advocacy activities, especially, but not limited to, Grade 9 to 12 students. These activities shall explain to the students all Technology and Livelihood Education specializations and Senior High School (SHS) tracks, and the possible careers that they can pursue in each specialization and track; b) Coordinate with the Public Employment Service Office (PESO) in conduction career advocacy activities; c) Assist the DepEd in conducting the National Career Assessment Examination (NCAE) in their respective schools; d) Assist the City Government in the conduct of specialized tests to assess the appropriate tracks for each student in their respective schools; and e) Perform other tasks necessary for the effective implementation of the Ordinance.

SECTION 5. ROLE OF THE PUBLIC EMPLOYMENT SERVICE OFFICE (PESO) - The PESO shall;
SECTION 6. IMPLEMENTING RULES AND REGULATIONS - The DCS-QC and the PESO shall formulate the implementing rules and regulations of this Ordinance within sixty (60) days after its passage.a) Coordinate with the Division of City Schools - Quezon City (DCS-QC) and the CAU of each school in implementating career advocacy activities; and b) Provide labor market information and industry career guides to the DCS-QC and CAU of each school.
SECTION 7. APPROPRIATIONS - The appropriate funds necessary to achieve the purposes of this Ordinance, as recommended by the DCS-QC, shall be made available from the general fund.
SECTION 8. SEPARABILITY CLAUSE - If any part or section of this ordinance is declared unconstitutional for any reason whatsoever, such declaration shall not in any way affect the affect the other parts or sections of this Ordinance.
SECTION 9. REPEALING CLAUSE - All ordinances, resolutions, executive order, rules, regulations, and other administrative issuances, or the provisions thereof, which are contrary to or inconsistent herewith are hereby repealed or modified accordingly.
SECTION 10. EFFECTIVITY CLAUSE. - This Ordinance shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
