[ REPUBLIC ACT NO. 4134, June 20, 1964 ]
AN ACT FIXING THE SALARIES OF CONSTITUTIONAL OFFICIALS AND CERTAIN OTHER OFFICIALS OF THE NATIONAL GOVERNMENT, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. The salaries of constitutional officials and certain other officials of the National Government are hereby fixed as follows:
SEC. 3. Officials whose salaries are fixed under Section one hereof and who, by virtue of their positions, hold or are designated under authority of law to hold positions or membership in other offices, boards, commissions, or instrumentalities of the National Government or in a private entity in representation of an agency or instrumentality of the National Government, shall not receive additional compensation and/or per diems, by reason of such position or membership in those other offices, boards, commissions, instrumentalities or private entities.
SEC. 4. The amount of one million five hundred thousand pesos is hereby appropriated to provide for the salary increases authorized in Section one hereof. Savings in the respective appropriations of the executive, legislative and judicial departments of the Government, and of the General Auditing Office may be used to supplement the amount herein appropriated.
SEC. 5. No provision of this Act shall be construed as repealing or modifying in any way the approved reorganization plans under Republic Act Numbered Nine hundred ninety-seven, as amended, and the salaries fixed for the positions enumerated in Section one of this Act shall not operate to reduce the salaries currently received by the incumbents of the positions.
SEC. 6. All laws or parts thereof inconsistent with the provisions of this Act are hereby amended accordingly.
SEC. 7. This Act shall take effect on July one, nineteen hundred sixty-four: Provided, however, That the salary increases of the President of the Senate and of the Speaker of the House of Representatives shall take effect on the effectivity of salary increase of Congressmen and Senators.

- The annual salary of the President of the Philippines shall be sixty thousand pesos; the Vice-President of the Philippines, the President of the Senate, the Speaker of the House of Representatives, the Chief Justice of the Supreme Court and the Auditor General, forty thousand pesos; the Senators and Members of the House of Representatives, and the Associate Justices of the Supreme Court, thirty-two thousand pesos each; the Chairman of the Commission of Elections, twenty-two thousand pesos; and the Members of the Commission on Elections, twenty thousand pesos each. The salary increases herein fixed shall take effect in accordance with the provisions of the Constitution.
- The annual salary of the Presiding Justice of the Court of Appeals shall be twenty-six thousand pesos the Department Secretaries, the Executive Secretary, the Commissioner of the Budget, the Social Welfare Administrator, the Administrator oi; Economic Coordination, the Chairman of the National Economic Council, the Chairman of the National Science Development Board, and officials with the rank of secretary of department, the Associate Justices of the Court of Appeals, the Solicitor General, and officials with equivalent rank, twenty-four thousand pesos each; the Secretary of the Senate, the Secretary of the House of Representatives, the Presiding Judge of the Court of Industrial Relations, the Presiding Judge of the Court of Tax Appeals, and the Deputy Auditor General, twenty thousand pesos; the Associate Judges of the Court of Industrial Relations, the Associate Judges of the Court of Tax Appeals, the Judges of the Courts of First Instance and officials of equivalent rank, the Judges of the Court of Agrarian Relations, the Judge of the Juvenile and Domestic Relations Court, and the Public Service Commissioner, nineteen thousand pesos each; the Chairman, Civil Service Board of Appeals, the Chairman, Code Commission, the Department Undersecretaries, the Assistant Executive Secretaries, the Chairman of the Games and Amusements Board, the Administrator of the Philippine Veterans Administration, the Commissioner, Tariff Commission, the Associate Commissioners of Public Service Commission, and officials with the rank of Undersecretary of Department, eighteen thousand pesos each; the Members of the Civil Service Board of Appeals and the Members of the Code Commission, sixteen thousand pesos each; the Commissioner, National Integration Commission, fifteen thousand pesos; the Assistant Commissioner, Tariff Commission, and the Deputy Administrators, Philippine Veterans Administration, twelve thousand pesos each.
