IMPLEMENTING GUIDELINES ON EXEMPTION IN THE TRAINING, TESTING AND ACCREDITATION OF PERFORMING ARTISTS
1. The following may be granted exemption from the training, testing and certification requirement for overseas performing artists:
1. Graduates of a regular course/formal training obtained from a performing arts school duly certified or accredited by the Department of Education, Culture and Sports; and
2. Performing artists, singly or as part of a group, with a track record of local or overseas performance in major establishments such as reputable hotels, theaters, etc. duly certified by the said establishments.
2. As proof of the performing artist's qualifications, documents such as the following shall be presented to this office for evaluation:
1. Diploma duly authenticated by the Department of Education, Culture and Sports;
2. News and magazine clippings/reviews of the artist's performance (s);
3. Record/cassette covers of singers;
4. Layout of performance advertisements;
5. Albums/portfolio/pictures of performances; and
6. Other proofs/documents which this Administration may require.
3. A performing artist who was granted exemption by the Secretary of Labor and Employment or her duly authorized representative shall be issued an Artists Record Book (ARB) upon presentation of a booking confirmation or employment contract.
4. A Performing Artist who was granted exemption under this circular shall be exempted from the pre-departure showcase preview provided he/she is a solo performer or if he/she will be leaving in a group whose members are equally granted exemption.
