Reports reaching this office indicate that many constructions along national roads and public waterways in certain cities and municipalities are affecting right-of-ways. In some instances, driveways are constructed from private lots to national roads blocking drainage mains at the junction or using inadequate sizes of pipes causing flooding in the area during rainy season. Equipment and materials are often stored on the right-of-ways interfering with the traffic flow and drainage of the streets. Damages on the streets and mains are oftentimes left unrestored. Encroachments along waterways is becoming rampant.

It has been observed that the designated building officials concerned are neither aware of DPWH specifications nor concerned with instituting measures to protect national roads and public waterways.

To ensure that national highways and public waterways are not affected by any construction operations and that damages caused by such operations are properly restored and also to determine that the structures will not adversely affect the government ™s future plans, it is directed that all building permit applications including applications for certificates of occupancy for buildings and structures along national roads and public waterways be coursed through the District Engineer having jurisdiction thereat for notation and clearance.
