MANDATORY PHILIPPINE NATIONAL STANDARDS



1. In accordance with the provisions of Executive Order No. 133, series of 1987, R.A. 4109, Executive Order No. 413, series of 1983 and DTI DAO no. 9, series of 1990, the mandatory implementation of the following standards is hereby ordered, for the protection of consumers:
1.1 PNS 136: 1987 Amendment 1: 1991 Specification for Steel Wire Nails
1.2 PNS 2121: 1989 Amendment 1: 1991 Specification for Rerolled Steel Bars for Concrete Reinforcement
1.3 PNS 49: 1991 (Revision) Specification for Steel Bars for Concrete Reinforcement
1.4 PNS 396 Part 1: 1991 Household Appliances-Energy Efficiency Standard and Labelling Room Air Conditioners

2. All manufacturers of the above mentioned products shall comply with the requirements of said national standards. Distributors, importers, and retailers of these products shall likewise see to it that only products conforming to these standards are imported or sold in the country.

3. A third party certification known as the PS Quality Certification Mark, shall be obtained from the Bureau of Products Standards (BPS) by all manufacturers concerned. Importers of the above mentioned products shall secure a commodity clearance from the BPS as pre-requisite of import shipment release by the Bureau of Customs.

4. The BPS shall promulgate implementing guidelines specifying implementing timetables, taking into consideration present inventory levels, production capabilities of industries, and testing capabilities of BPS and other testing institutions. When necessary, BPS may designate an appropriate, competent organization to assist in various aspects of standards implementation work (such as product inspection, testing, market monitoring) for these products.

5. The implementation of these standards shall be done in coordination with the DTI Regional and Provincial offices and the Bureau of Trade Regulation and Consumer Protection.
