[ ADMINISTRATIVE ORDER NO. 44, September 13, 1937 ]
CREATING A COMMITTEE TO STUDY THE EFFECTS OF RECENT EARTHQUAKES ON BUILDINGS AND TO RECOMMEND BUILDING REGULATIONS THAT SHOULD BE ADOPTED BY THE GOVERNMENT.
Whereas, the Philippines are located in an active earthquake zone and the recent earthquake caused considerable damage to buildings thereby endangering the lives of the people; and
Whereas, it is desirable and necessary that more effective measures be adopted to insure proper building design and construction;
Now, therefore, I, Manuel L. Quezon, President of the Philippines, pursuant to the powers in me vested by law, do hereby create a committee to study the effects of the recent earthquakes on buildings in the Philippines, especially in the city of Manila, and to recommend building regulations that should be adopted by the Government to safeguard the public. The committee shall be composed of the following:
Mr. E. R. Hyde, Dean, College of Engineering, University of the Philippines, Chairman; Rev Father Miguel Selga, Director, Weather Bureau, member; Mr. Jose Gonzales, Assistant City Engineer, Manila, member; Mr. Gonzalo T. Vales, Dean, College of Engineering, Mapua Institute of Technology, member; Mr. Teodoro Macabulos, Structural Engineer, Bureau of Public Works, member.
This committee shall submit its report to the President of the Philippines at the earliest practicable date.
Done at the City of Manila, this thirteenth day of September, in the year of Our Lord, nineteen hundred and thirty-seven, and of the Commonwealth of the Philippines, the second.
