[ ADMINISTRATIVE ORDER NO. 93, April 21, 1939 ]
CREATING A COMMITTEE TO CONDUCT THE NECESSARY INVESTIGATIONS AND TO DRAFT REVISED REGULATIONS TO FURTHER INSURE THE SAFETY OF LIFE AND PROPERTY IN THE HANDLING OF EXPLOSIVES AT THE PORT OF MANILA AND ITS TRANSPORTATION TO AND FROM STORAGE MAGAZINES LOCATED IN THE VICINITY OF THE CITY OF MANILA.
A committee composed of Lieutenant-Colonel Telesforo Martinez, of the Philippine Constabulary, as Chairman, and Captain Enrique Razon, representing the Bureau of Customs, and Mr. Alejandro Villanueva of the Bureau of Public Works, as members, is hereby appointed for the purpose of conducting the necessary investigations and drafting revised regulations to further insure the safety of life and property in the handling of explosives at the Port of Manila and its transportation to and from storage magazines located in the vicinity of the City of Manila. It is desired that the Committee also investigate the advisability of changing the location of existing storage magazines and adopting revised regulations to govern their use.
The Committee is requested to submit a report covering its findings and recommendations at the earliest practicable date.
