CREATING A COMMITTEE TO MAKE THE NECESSARY STUDIES AND TO SUBMIT RECOMMENDATIONS ON THE NECESSITY OR ADVISABILITY OF (1) EXTENDING THE MANILA RAILROAD COMPANY S LINES TO THE SOUTH PORT AREA; (2) CONSTRUCTING THE PROPOSED CARGO SHED BETWEEN PIERS 5 AND 7; (3) ESTABLISHING A FENCED CUSTOMS ZONE IN THE SOUTH PORT AREA; AND (4) IMPROVING THE PRESENT SYSTEM OF EXAMINATION AND HANDLING OF CARGO.
A committee composed of Mr. Jose Paez, General Manager of the Manila Railroad Company, as Chairman, and Mr. A. D. Williams, Technical Adviser in the Office of the President, Mr. Alfredo de Leon, Deputy Insular Collector of Customs, Mr. A. T. Sylvester, Acting Chief Designing Engineer, Bureau of Public Works, and Captain Enrique Razon, Manager, Manila Port Terminal, as members, is hereby created and constituted for the purpose of making the necessary studies and of submitting recommendations on the following matters:
In view of the urgent necessity for an early decision on these matters, it is desired that this Committee submit its report as promptly as is practicable.

(1) The necessity or advisability of extending the Manila Railroad Company s lines to the South Port Area with special reference to the cost involved and the facilities that will be available in the North Port Area;This Committee, which shall meet at such places and times as may be designated by the Chairman, is hereby empowered to call on any official, office, branch, or dependency of the Government for such data and assistance as may be required.
(2) The advisability of constructing the proposed cargo shed between piers five and seven, particularly as it relates to the customs examination and the handling of cargo;
(3) The advisability of establishing a fenced customs zone in the South Port Area to enable more effective control of cargo handled over the piers and as a measure to prevent smuggling and theft;
(4) Measures to improve the present system of examination and handling of cargo with a view to relieving congestion on the piers.
In view of the urgent necessity for an early decision on these matters, it is desired that this Committee submit its report as promptly as is practicable.
