MANDATORY MINIMUM REQUIREMENTS FOR SECURITY-RELATED TRAINING AND INSTRUCTION FOR ALL SEAFARERS, UNDER REGULATIONS VI/5 AND VI/6 OF THE STCW 1978, AS AMENDED

In accordance with the pertinent provisions of Executive Order No. 75, in furtherance of MARINA Advisory No. 2013-25 issued on November 22, 2013, and the Guidance on training and certification requirements for ship security officers and seafarers with designated security duties as agreed by IMO Sub-Committee on Human Element, Training and Watchkeeping (HTW) on February 17-21, 2014 in London, the following shall be strictly complied with:

1)
Relevant training (with appropriate documentary evidence) under Section 13 (training, drills and exercises on ship security) of the ISPS Code will continue to be accepted on board, in lieu of the Certificates of Proficiency (COPs), as required under the STCW Convention and Code, until December 31,2014;
2)
All applications for COP under Regulation VI/5 (Ship Security Officer) are required to provide evidence of having achieved the required standard of competence in accordance with the methods for demonstrating competence and the criteria for evaluating competence tabulated in columns 3 and 4 of table A-VI/5, of the STCW Code. This may be evidenced by, but is not limited to, the approved training as Ship Security Officer;
3)
All applications for COPs under Regulation VI/6 (Seafarers with Designated Security Duties) are likewise required to provide evidence of having achieved the required standard of competence through demonstration of competence under Section A-V1/6 8.1 of the STCW Code, and examination or continuous assessment. This may be evidenced by, but is not limited to, the approved training for Seafarers with Designated Security Duties; and
4)
All seafarers must process their COPs under Regulations VI/5 and VI/6 of the STCW Code before 31 December 2014 otherwise those applications will no longer be given due course.

This Advisory takes effect immediately upon publication in a newspaper of general circulation.
