SCHEDULE OF MTRCB REVIEW AND CLASSIFICATION FEES AND CHARGES

Pursuant to Section 3(a) of Presidential Decree No. 1986, the Movie and Television Review and Classification Board ( Board ) hereby promulgates this Schedule of Fees and Charges (Please see NAR Vol. 25 No. 1, pp. 484-487) governing all fees and charges collected by the Board in the exercise of its mandate under the provisions of P.D. 1986, to review and classify movie and television content as well as related publicity materials.
Consistent with Administrative Order No. 31[1] , Series of 2012, dated 01 October 2012 as well as its relevant implementing rules and regulations under DOF-DBM-NEDA Joint Circular No. 1-2013 dated 30 January 2013, these new fees and charges rationalize the system of fees and charges imposed by the Board, taking into account the cost of regulation, socio-economic impact particularly to stakeholders, and the erstwhile infrequency of increase in such fees and charges notwithstanding the cost of regulation.
This new structure of fees and charges is marked by three tiers or phases. The first and second tiers or phases of the fee and charge structure shall be implemented on 01 January 2014 (or fifteen [15] days after the date of publication hereof and filing as provided hereunder) and 01 July 2014, respectively. The third tier of the fee and charge structure shall be effective 01 January 2015. A copy of the Schedule of New Fees and Charges showing the three-tiered structure of fees and charges is hereto attached and made an integral part of this Circular.
Any violation of this Memorandum Circular shall be dealt with in accordance with the provisions of Section 11 of P.D. 1986 and Chapter XIII of the 2004 Revised Implementing Rules and Regulations. If any provision of this Circular and of the New Schedule of MTRCB Fees and Charges is declared invalid or illegal, the other sections or provisions thereof that are not affected shall remain in full force and effect. All other circulars and/or regulations of the Board that are inconsistent herewith are hereby expressly repealed. The new fees and charges shall pertain to the Board s review and classification function. Any fees and charges on the occasion of the Board s adjudicatory and other functions shall be covered by a separate circular.
This Circular shall take effect after fifteen (15) days following its publication in a newspaper of general circulation and its filing with the Office of the National Administrative Register in the University of the Philippines Law Center, as required by the Revised Administrative Code of 1987.
The subject schedule was APPROVED by the Movie and Television Review and Classification Board in a meeting called, among others, for the purpose on 05 December 2013.
