TOTAL DEPLOYMENT BAN ON NEW HIRE AND RETURNING OFWs TO SOUTH SUDAN

WHEREAS, on 13 January 2012, the POEA Governing Board issued Resolution No. 1, imposing a total deployment ban on workers in the newly-independent state of South Sudan, due to worsening political and security conditions in the country per Alert Level 3 as imposed by the Department of Foreign Affairs (DFA);
WHEREAS, on 22 March 2012, the POEA Governing Board issued Resolution No, 6, lifting the total deployment ban to South Sudan per lowering of the Crisis Alert Level by the DFA, from Alert Level 3 to Alert Level 1;
WHEREAS, on 23 December 2013, the DFA has raised the Crisis Alert Level to Alert Level 3 in South Sudan, due to deteriorating peace and order conditions brought on by continuing ethnic violence in the country;
WHEREAS, a Crisis Alert Level 3 means a total deployment ban on overseas Filipino workers, whether new hires or returning workers;
NOW THEREFORE, the POEA Governing Board, RESOLVED AS IT IS HEREBY RESOLVED, to impose a total deployment ban on new hire and returning OFWs to South Sudan, until political and security conditions have normalized.
