TRANSFERRING CERTAIN POLICE AND LAW ENFORCEMENT POWERS TO THE CHIEF OF STAFF, ARMY OF THE PHILIPPINES, AND AUTHORIZING HIM TO ORGANIZE A MILITARY POLICE COMMAND AND TO PRESCRIBE RULES FOR THE CONDUCT AND ADMINISTRATION THEREOF.



The public interest so requiring, I, SERGIO OSME A, President of the Philippines, by virtue of the powers vested in me by Commonwealth Act No. 671, entitled "An Act declaring a state of total emergency as a result of war involving the Philippines and authorizing the President to promulgate rules and regulations to meet such emergency," do ordain and promulgate the following:

The function of preserving peace and maintaining law and order in the Philippines which heretofore devolved upon the Philippine Constabulary pursuant to the provisions of Commonwealth Act No. 343, as approved on June 23, 1938, Executive Order No. 153, dated June 23, 1938,and Executive Order No, 182, dated January 30, 1939, is hereby transferred to the Chief of Staff, Philippine Army, who shall exercise this function through a Provost Marshal General, Philippine Army, and such Military Police companies and other units, officers, and enlisted men of the Philippine Army as may be required. He shall be responsible for the organization of these Military Police units and of other officers and enlisted men of the Army of the Philippines into a Military Police Command which shall be charged with the execution of all police duties and functions heretofore pertaining to the Philippine Constabulary and those specifically assigned to him by the President. Subject to the approval of the President, he may prescribe and issue regulations for the organization, conduct and administration of the Military Police Command.
