CREATING THE PETROLEUM PRODUCTS CONTROL ADMINISTRATION TO TAKE CHARGE OF RATIONING PETROLEUM PRODUCTS AND TO CONTROL THE DISTRIBUTION AND USE OF SAME FOR GOVERNMENT AND ESSENTIAL CIVILIAN OPERATED MOTOR VEHICLES AND STATIONARY AND MARINE ENGINES



WHEREAS, it is essential to carry out the prompt rehabilitation of civilian transportation facilities and industrial enterprises and at the same time exercise effective control in the rationing and distribution of petroleum products during the period of military operation in the Philippines to insure the successful continuance of the war efforts;

WHEREAS, the United States Army, in its desire to make the rehabilitation program effective, has offered to make available petroleum products to meet the minimum requirements of the Government, and essential civilian operated motor vehicles and stationary and marine engines, pending the establishment of authorized companies engaged in the importation, storage, and distribution of petroleum products in the Philippines;

NOW ,THEREFORE, I, SERGIO OSME A, President of the Philippines, by virtue of the authority vested in me by the Constitution and laws of the Philippines, do hereby create the Petroleum Products Control Administration, as an office under the executive authority of the, Secretary of Public Works and Communications to take charge of rationing petroleum products and to control the distribution and use of the same for government and essential civilian operated motor vehicles and stationary and marine engines. The Petroleum Products Control Administration shall be managed by a Board herein designated as the PETROLEUM PRODUCTS CONTROL BOARD composed of a Chairman and four members, who shall be appointed by the President.

The Petroleum Products Control Board shall have its office in the City of Manila. The Petroleum Products Control Administration is to be represented in every province by the District Engineer and in every chartered city, outside of the City of Manila, by the City Engineer.

All funds, advances or appropriations already made or set aside in the sum of P75,000 as a loan from the appropriation of one million pesos under Executive Order No. 39, for the operation and maintenance of the Petroleum Products Control Office, and the present organization including personnel, properties and accounts connected with the rationing and control of the distribution and use of petroleum products for civilian users, are hereby transferred to the Petroleum Products Control Administration herein created.

All orders previously issued inconsistent herewith are hereby repealed.

This Order shall .take effect immediately.
