[ PROCLAMATION NO. 28, December 05, 1945 ]

DESIGNATING THE PERIOD FROM DECEMBER FIFTEEN, NINETEEN HUNDRED AND FORTY-FIVE TO JANUARY THIRTY-ONE, NINETEEN HUNDRED AND FORTY-SIX, AS THE PERIOD FOR THE JOINT FINANCIAL CAMPAIGN OF THE BOY SCOUTS AND GIRLS SCOUTS OF THE PHILIPPINES.



WHEREAS, the untiring efforts and effective leadership which the Boy Scouts and Girl Scouts of the Philippines contributed in the character development and citizenship training of the Filipino youth since their creation as public corporations under Commonwealth Acts Nos. 111 and 542, as well as the patriotic services which said organizations rendered to the country during the whole course of the Pacific War, which broke out on December 8, 1941, have won for them the good esteem, and merited the generous support of, the nation;

WHEREAS, in recognition and appreciation of the valuable assistance which the Boy Scout and Girl Scout organizations contribute to the State in the fulfillment of its constitutional duty to promote the happiness and well-being of the youth of the land, it behooves the Government to help these organizations in any enterprise that they may undertake to advance their cause; and

WHEREAS, these organizations need financial aid with which to secure adequate administrative offices, facilities, supplies and equipment as replacements for those which were destroyed or otherwise lost on account of the war aforementioned, and to carry through their respective programs of activities laid out in accordance with their avowed aims and purposes;

NOW, THEREFORE, I, SERGIO OSME A, President of the Philippines, do hereby designate and set aside the period from December 15, 1945, to January 31, 1945, as a special one for the conduct of the Joint Financial Campaign of the Boy Scouts and Girl Scouts of the Philippines, to raise the funds necessary for the purposes above-mentioned. Further, I call upon all citizens and residents of the Philippines in every section of the country and in every walk of life to assist in this campaign and to give their special and general support so that these organizations may be assured of adequate funds with which to prosecute their work for the welfare of the youths throughout the country.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
