CREATING A LIGHTHOUSE BOARD
In order to systematize and coordinate the establishment and improvement of lighthouses and other aids to navigation in the Philippines, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Lighthouse Board composed of the Director of Coasts Surveys, as Chairman, and the Supervising Inspector of Hulls and Boilers, Bureau of Customs, the Surveyor of the Port, Bureau of Customs, the Supervising Portworks Engineer, Bureau of Public Works and the President of the Philippine Ship Owners Association, or his representative, as members.
The duties of this Board shall be as follows:
Executive Order Numbered Three hundred forty-one, series of nineteen hundred and thirty-one, and other Orders and regulations in conflict herewith are hereby revoked.
Done at the City of Manila, this twenty-fifth day of October, in the year of Our Lord, nineteen hundred and thirty-seven, and of the Commonwealth of the Philippines, the second.

The duties of this Board shall be as follows:
1. To determine upon the location and type of lighthouses, buoys, or beacons to be established or constructed in the Philippines.This Board shall serve without compensation.
2. To pass upon all applications for the establishment or improvement of lighthouses and other aids to navigation.
3. To study and submit recommendations to the Office of the President for the improvement of aids to navigation and the lighthouse service in general.
