CREATING A COMMITTEE TO MAKE A FINAL STUDY AND ADVISE THE PRESIDENT ON THE PROPOSED REVISION OF THE TRADE AGREEMENT BETWEEN THE PHILIPPINES AND THE UNITED STATES.
WHEREAS, the conditions prevailing when the Trade Agreement between the Philippines and the United States was entered into on July 4, 1946, have greatly changed, requiring proper adjustment of the trade relations between the two countries;
WHEREAS, on October 9, 1950, the Economic Survey Mission to the Philippines, otherwise known as the Bell Mission, submitted a report on the economic and financial problems of the Philippines and, among other things, recommended examination of the present Trade Agreement, the Republic of the Philippines and United States of America in the light of the new conditions;
WHEREAS, a number of committees were previously informally created to undertake preliminary studies of the various aspects of the two agreements and the problems involved therein;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Committee to
(a) evaluate, study and coordinate the reports submitted by the committees and groups heretofore created, and pursue such further study as may be deemed necessary; and
(b) consider the advisability of, and make a recommendation on, the revision of the Trade Agreement between the Philippines and the United States.
The Committee shall be composed of:
All orders, circulars or instructions inconsistent herewith are hereby repealed.
Done in the City of Manila, this 24th day of April, in the year of Our Lord, nineteen hundred and fifty-two, and of the Independence of the Philippines, the sixth.
