[ EXECUTIVE ORDER NO. 538, October 21, 1952 ]

REQUIRING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INSTRUMENTALITIES AND POLITICAL SUBDIVISIONS OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED AND CONTROLLED BY THE GOVERNMENT, THE ARMED FORCES, GOVERNMENT HOSPITALS, AND PUBLIC EDUCATIONAL INSTITUTIONS TO BUY FROM THE NATIONAL RICE AND CORN CORPORATION, WHENEVER AVAILABLE, ALL THEIR REQUIREMENTS FOR RICE.



WHEREAS, it is the policy of the Government to patronize commodities sold by corporations owned or controlled by it;

WHEREAS, the National Rice and Corn Corporation has in stock from time to time different kinds of rice which ˜can compare favorably in quality with the local fancy varieties and can be procured at much lower prices;

NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
  1. All requisitions for rice needed by all Departments, bureaus, offices, agencies, instrumentalities and political subdivisions of the Government, including the corporations owned and controlled by the Government, the Armed Forces, Government hospitals, and public educational institutions shall be forwarded to the National Rice and Corn Corporation for the purpose of filling such requisitions, whenever available, from the stocks outside of what might have been reserved to meet the requirements of the consuming public.

  2. The National Rice and Corn. Corporation, in the case of government-owned or controlled corporations, shall furnish the Bureau of Supply with samples of its rice together with all specifications of quality and quantity thereof as are available every quarter of the year.

  3. Unjustifiable specifications of quality of the rice required made in said requisitions shall be considered as a circumvention of the provisions of this Order and shall be disregarded.

  4. For the implementation of this Order, the Office of Economic Coordination, upon recommendation of the National Rice and Corn Corporation, is hereby empowered to promulgate such supplementary rules and regulations as may be deemed necessary for the purpose.
