For the purpose of ascertaining and studying the actual conditions obtaining in the reclaimed areas and foreshore lands in the District of Tondo, Manila, with a view to the adoption of adequate and effective measured to solve the housing and other social problems in said areas, I, Elpidio Quirino, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Commission composed of the following:

The Secretary of Public Works and Communications	Chairman
The Social Welfare Administrator	Member
The Director of Lands	œ
The Director of Planning	œ
The City Engineer, Manila	œ
Mr. Andres Dimanahan, President of the Barrio Fugoso Association	œ
Atty. Leandro Domingo, President of the Federation of Tondo Storeshore Lands Tenants Association	œ

The Commission shall submit its report and recommendations to the President of the Philippines within six months from the date of this Order.
