DECLARING WEDNESDAY, JULY 23, 1958, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF BATANGAS AND CITY OF LIPA
WHEREAS, Apolinario Mabini, one of our national heroes and patriots, was born on July 23, 1864; and
WHEREAS, it is desirable that the people of his province be afforded full opportunity to celebrate the birthday of the brains of the Philippine Revolution;
NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the powers vested in me by section 30 of the Revised Administrative Code, do hereby declare Wednesday, July 23, 1958, as a special public holiday in the province of Batangas and City of Lipa.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
Done in the City of Manila, this 21st day of July, in the year of Our Lord, nineteen hundred and fifty-eight, and of the Independence of the Philippines, the twelfth.
