DECLARING THE FOURTH DAY OF OCTOBER OF EACH YEAR AS KINDNESS TO ANIMALS DAY



WHEREAS, it is for the good of the nation to develop in the hearts of the people a sense of obligation to the dumb animals who help and serve mankind;

WHEREAS, it is necessary to inculcate in the minds and hearts of our youth the virtures of kindness, justice, and mercy to all living creatures sc that they will abhor all forms of cruelty to both men and animals; and

WHEREAS, the World League against Vivisection and for the Protection of Animals has designated the Fourth Day of October as World Day for Animals;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the Fourth Day of October of each year as Kindness to Animals Day, and I call upon all citizens and residents of the Philippines, government officials and employees, public and private schools, churches and civic organizations, to observe the same with appropriate programs and ceremonies to the end that all the people may develop attitude and habits of kindness to all living creatures.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
