[ EXECUTIVE ORDER NO. 51, September 17, 1963 ]
REQUIRING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INSTRUMENTALITIES, AND POLITICAL SUBDIVISIONS OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED AND CONTROLLED BY THE GOVERNMENT, THE ARMED FORCES, GOVERNMENT HOSPITALS, AND PUBLIC EDUCATIONAL INSTITUTIONS TO BUY THROUGH PUBLIC BIDDING FROM LOCAL TEXTILE MILLS, WHENEVER AVAILABLE, ALL THEIR REQUIREMENTS FOR CLOTHING MATERIALS
Whereas, local textile mills now manufacture clothing materials, such as khaki, denims, herring-bone twills, blankets, towels drills, sheetings and absorbent gauze, which are generally considered as satisfactory for the use of the Armed Forces, hospitals, public educational institutions, and other government entities;
Now, therefore, I, Diosdado Macapagal, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
1. All clothing materials, except ramie textiles which shall be supplied exclusively by the ACCFA, needed by all departments, bureaus, offices, agencies, instrumentalities, and political subdivisions of the Government, including the corporations owned and controlled by the Government, the Armed Forces, Government hospitals, and public educational institutions shall be purchased through public bidding, from local textile mills, whenever available.
2. This order revokes Executive Order No. 524, dated August 12, 1952, but not Executive Order No. 215, dated November 17, 1956, which shall continue to be in force.
Done in the City of Manila, this 17th day of September, in the year of Our Lord, nineteen hundred and sixty-three.
(Sgd.) DIOSDADO MACAPAGAL
President of the Philippines
