APPOINTING A MEMBER OF THE MINORITY PARTY AS MEMBER IN COMMITTEES ON PRE-QUALIFICATIONS AND AWARDS IN EACH NATIONAL AGENCY UNDERTAKING INFRASTRUCTURE PROJECTS



In the interest of public service a Bi-Partisan Study and Evaluation of all proposed Awards of Contracts for Infrastructure Projects of the administration is imperative. For this purpose a representative of the minority party should be made a member in all Committees on Pre-qualifications and Awards for Infrastructure Projects in the different Bureaus and Offices of the Department of Public Works and Communications and other national agencies undertaking Infrastructure Projects.

In view of the foregoing, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law hereby appoint one member of the minority party, who possesses the necessary technical qualifications, to be recommended by the President of the said Party, as member of standing Committees on Pre-qualifications and Awards in each of the different Bureaus and Offices under the Department of Public Works and Communications and in other national agencies undertaking Infrastructure Projects, with the same powers as regular members.

In this connection, the representative of the minority party, who are appointed as members of the above-mentioned Committees Pre-qualifications and Awards, shall be entitled to per diem of One Hundred Pesos (P100.00) per meeting, to be borne by the Agency concerned subject to auditing and accounting regulations.
