[ EXECUTIVE ORDER NO. 453, August 21, 1975 ]

CREATING A PERMANENT PHILIPPINE COMMITTEE FOR THE JOINT PHILIPPINE-ROMANIAN ECONOMIC AND TRADE COMMISSION



WHEREAS, the opening of diplomatic and trade relations with the Socialist Republic of Romania can contribute towards the Philippine Government ™s objective of export and market diversification as well as of tapping alternative sources of imports;

WHEREAS, being able to share in the demand generated by the Romanian economy ™s dynamic growth which is the highest among all Socialist countries of Eastern Europe, will benefit the Philippines by way of increased trade;

WHEREAS, the Republic of the Philippines and the Socialist Republic of Romania, desiring to strengthen direct trade and economic relations between them in accordance with their development and trade needs and objectives and on the basis of equality and mutual benefit have entered into a Trade Agreement on April 10, 1975;

WHEREAS, Article IV of the Basic Agreement on Economic and Technical Cooperation states that œThe Contracting Parties agree to establish a Joint Commission which will meet at the request of either Contracting Party for the purpose of discussing any matter pertaining to the implementation of the present agreement and considering other ways and means of promoting economic and technical cooperation between their countries;

WHEREAS, Article XII of the trade Agreement states that œfor the purpose of ensuring the expeditious and continuous implementation of the Agreement, the Contracting Parties agree to set-up a Governmental Joint Commission. Each government shall nominate officials to that Commission as it deems fit and may include representatives of commercial companies, state corporations or economic organizations ;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby create a PERMANENT PHILIPPINE COMMITTEE FOR THE JOINT PHILIPPINE-ROMANIAN ECONOMIC AND TRADE COMMISSION with the following composition:

The Committee may in the performance of its functions, call upon the assistance of any government agency, corporation or instrumentality as well as any private entity on an ad hoc basis.

Secretarial and technical assistance will be extended by the Bureau of Foreign Trade, subject prospectively to the creation of a Permanent Secretariat as the need arises. Other technical advisers may be nominated as the Committee deems fit.
