CREATING A PERMANENT COMMITTEE FOR THE JOINT PHILIPPINE-ROMANIAN SCIENTIFIC AND TECHNOLOGICAL COMMISSION



WHEREAS, the Republic of the Philippines and the Socialist Republic of Romania, desiring to strengthen the friendly relations existing between them and recognizing the advantages to be derived by their respective peoples in promoting and developing mutual scientific and technological Cooperation on April 12, 1975;

WHEREAS, Article VII of the Agreement states that œthe Contracting Parties agree to establish within six months from the last notification of approval of the Agreement, a Joint Commission for Scientific and Technological Cooperation composed of an equal number of representatives of the Contracting Parties and which will meet alternatively in the Philippines and Romania;

NOW, therefore, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby create a PHILIPPINE PERMANENT COMMITTEE FOR THE JOINT PHILIPPINE - ROMANIAN SCIENTIFIC AND TECHNOLOGICAL COMMISSION composed as follows:

A representative of the President of the University of the Philippines System

The Committee shall be empowered to promulgate its rules and regulations as may be required, to facilitate the performance of its function. It may call upon the assistance of any government agency, corporation or instrumentality, as well as any private entity on an ad hoc basis.

Such advisers as may be required for the meetings of the Joint Commission shall be appointed by the Chairman with the concurrence of the Philippine Permanent Committee.

Technical assistance as well as secretariat services shall be extended by the National Science and Development Board, subject prospectively to the creation of a Permanent Secretariat therein as the need arises.
