WHEREAS, February 1, 1963, marks the centennial birthday of Jose Maria Pa ganiban, one of the outstanding leaders of the Propaganda Movement; and

WHEREAS, the people of his birthplace request that they be afforded full opportunity to observe the event with appropriate ceremonies;

NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, by virtue of the powers vested in me by Section 30 of the Revised Administrative Code, do hereby declare February 1, 1963, as a special public holiday in the province of Camarines Norte.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
