[ EXECUTIVE ORDER NO. 78, March 15, 2019 ]
TRANSFERRING THE PHILIPPINE AEROSPACE DEVELOPMENT CORPORATION TO THE DEPARTMENT OF NATIONAL DEFENSE
WHEREAS, by virtue of Executive Order (EO) No. 546 (s. 1979), the PADC was attached to the Department of Transportation (DOTr), then the Ministry of Transportation and Communications;
WHEREAS, the aerospace sector is one of the industry priorities under the Philippine Development Plan (PDP) 2017-2022 in view of the emerging local industry and its capability to leverage on the competitive advantages of Philippine industries;
WHEREAS, there is a need to address emerging internal and external threats, achieve self-reliance as regards defense equipment, and promote the transfer of technology from neighboring countries;
WHEREAS, the attainment of the objectives of the PDP 2017-2022 requires that the government ensure the effective, efficient and economical management of the operations of relevant agencies and instrumentalities, as well as the coordination of programs and policies; and
WHEREAS, under Section 17, Article VII of the 1987 Constitution, the President shall have control of all the executive departments, bureaus and offices;
NOW, THEREFORE I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
SECTION 1. The PADC is hereby transferred to and placed under the administrative supervision of the DND. To ensure the attainment of the relevant objectives of the PDP 2017-2022 and maximize the national utility of the aviation and aerospace industry, the policies, programs and activities of the PADC shall be coordinated with the DND.
SECTION 2. The relevant provisions of EO No. 546 (s. 1979) and all executive orders, rules and regulations and other issuances or parts thereof, which are inconsistent with this Order, are hereby revoked, amended or modified accordingly.
SECTION 3. This Order shall take effect immediately.
