DECLARING OCTOBER THE SECOND, NINETEEN HUNDRED AND FORTY-EIGHT, FOOD PRODUCTION DAY.
WHEREAS, through a nation-wide and collective effort, our people have succeeded in tiding over the worst food crisis in our history;
WHEREAS, very encouraging results are being achieved in our campaign to increase the production of foodstuffs for the sustenance of our people;
WHEREAS, it is imperative that this campaign be further intensified in order to achieve self-sufficiency in food in the shortest time possible;
WHEREAS, in order to attain this objective, it is necessary to focus national attention to the unstable food situation still obtaining in the country by designating a day on which all the people may devote their time, thought and energies to helping in the solution of the acute food problem;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, do hereby proclaim Saturday, October 2, 1948, National Food Production Day and call upon all inhabitants and civic and religious organizations of the Philippines to undertake the production of more foodstuffs and to carry out effectively the aims of the Food Production Campaign now being waged all over the country. All should redouble their efforts in the production or raising of the essential food crops, vegetables, fruits, fowls, pigs and fish. Owners of all vacant or idle urban or rural lands should plant or cause to be planted said lots to food crops or devoted to some form of food production. I call particularly upon all officials and employees of the national, provincial and municipal governments and government-owned or controlled corporations to lead in the practical observance of the day. The Secretary of Agriculture and Natural Resources, who is the General Manager of the National Food Production Campaign, is empowered to make complete arrangements to insure a successful celebration.
