MAKING PUBLIC THE DECLARATION ON THE PART OF THE REPUBLIC OF THE PHILIPPINES ACCEDING TO THE INTERNATIONAL LOADLINES CONVENTION SIGNED AT LONDON ON JULY 5, 1930.



WHEREAS, a Convention designed to promote the safety of life and property at sea by establishing uniform principles and rules with regard to limits to which ships on international voyages may be loaded was concluded and signed at London on July 5, 1930, by the respective Plenipotentiaries of thirty countries, and is now in force among more than forty countries;

WHEREAS, Article 23 of the aforesaid Convention provides that a Government on behalf of which this Convention has not been signed shall be allowed to accede thereto at any time after the Convention has come into force, by means of notification in writing addressed to the Govern ment of the United Kingdom and Northern Ireland, and shall take effect three months after its receipt;

WHEREAS, the President of the Philippines, having seen and considered and aforesaid Convention, proposed to make declaration on behalf of the Republic of the Philippines in accordance with Article 23 of the Convention;

WHEREAS, the Senate of the Philippines, by its Resolution No. 96, adopted on May 19, 1949, concurred in the above proposal of the President of the Philippines; and

WHEREAS, the President of the Philippines, having secured the concurrence of the Senate of the Philippines in accordance with the constitutional procedure, made a declaration that the Republic of the Philippines accedes to the Convention and every article thereof;

NOW, THEREFORE, be it known that I, Elpidio Quirino, President of the Philippines, do hereby proclaim and make public the declaration of the President of the Philippines to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the Republic of the Philippines and the citizens thereof.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
